The goal of the Takeoff and Landing Performance Assessment (TALPA) was to establish a minimum standard for Part 121 and Part 135 operators to use in correlating an airplane's braking ability based upon braking action reports and runway contaminant type and depth. The goal behind RCAM is to give pilots a better understanding of how braking is affected against a bare and dry runway. As a part of the RCAM rule-making, it has put the requirement for airports to comply with the standard as a part of voluntary compliance for all airports that have winter or runway contaminant conditions. Airports that do not run into these conditions are still encouraged to maintain a system, therefore we have in place our software that directly integrates with the Federal Aviation Administration's (FAA) NOTAM Manager.
With recommendations from the National Transportation Safety Board (NTSB) and the Federal Aviation Administration (FAA) a new structure for measuring runway breaking action has been developed called the Runway Condition Assessment Matrix (RCAM) which should be used for all runway attributes and conditions that will lessen the braking action for aircraft. Depending on runway Mu values the RCAM number may decease, but no specfic Mu number will be reported to pilots, instead the RCAM number equivalent will be reported.
The FAA and NTSB have done a good job of working towards building RCAM into a global standard with support from Transport Canada, the Brazilian Certification Authority and the European Aviation Safety Authority. Other organizations within the aerospace industry have also been a part of the decision making process from private charter operators to major airlines. Consulting with Airports and Airplane Manufacturers has also been key in helping to develop the standards on how runway contamination limits braking ability.
Now that RCAM is the standard for ensuring that runways are safe, and that proper braking can happen on runways, it's time to act and find a system that your organization can use to make life easier.
